This Order approves the General Teaching Council for Scotland Election Scheme 2001 (“the Scheme”) set out in the Schedule. The Scheme revokes the Teaching Council (Scotland) Election Scheme 1989 and details new rules in connection with the elections for members of the General Teaching Council for Scotland.
The major change in the election system is the reduction in the number of elected teachers from 34 to 26. There is also the addition of three new voting categories namely headteachers in primary, headteachers in secondary and a teacher of pre-school children.
The following election matters are dealt with in the Scheme:–
Definitions (Article 1), Returning Officer (Article 2), Independent Scrutineer (Article 3), Roll of Electors (Article 4), Notification of Election (Article 5), Notice of Election (Article 6), Qualification of Candidates and Electors (Article 7), Nomination (Article 8), Conduct of the Election (Article 9), Election System and Count (Article 10), Postal Disruption (Article 11), Notice and Publication of Results of Election (Article 12), Powers of Returning Officer (Article 13), Secrecy of Ballot (Article 14) and Revocation of previous Election Schemes (Article 15).
This Order also revokes two previous approval Orders, namely the Teaching Council (Scotland) Election Scheme 1989 Approval Order 1989 and the General Teaching Council (Scotland) Election Amendment Scheme 1994 Approval Order 1994.
