Where the Scottish Ministers withhold or recover any grant under regulation 13, the applicant may apply for a review of the decision by the Scottish Ministers.

The review referred to in paragraph (1) must be applied for in accordance with the provisions of the Agricultural Subsidies (Appeals) (Scotland) Regulations 200017

The Agricultural Subsidies (Appeals) (Scotland) Regulations 2000 shall be amended by adding at the end of regulation (4):
c
a decision by the Scottish Ministers to refuse, reduce or recover (in whole or in part) payment of less favoured area support under regulation 13 of the Less Favoured Area Support Scheme (Scotland) Regulations 2001
