The Scottish Ministers in exercise of the powers conferred by sections 6(4), 16(1)(b), (d) and (f), 17(1), 26(2)(a) and 48(1) of the Food Safety Act 19901, having had regard in accordance with section 48(4A)2 of that Act to relevant advice given by the Food Standards Agency and after consultation in accordance with section 48(4) and (4B)3 of that Act, by section 2(2) of the European Communities Act 19724 insofar as these Regulations amend the Products of Animal Origin (Import and Export) Regulations 19965 and of all other powers enabling them in that behalf, hereby make the following Regulations:
