The Scottish Ministers, in exercise of the powers conferred by sections 27(2), 28(1), 105(7) and 108(1) of, and paragraph 11(b) and (c) of Schedule 1 to, the National Health Service (Scotland) Act 19781 and of all other powers enabling them in that behalf, hereby make the following Regulations:
