The Scottish Ministers, in exercise of the powers conferred by paragraph 2(5) of Schedule 3 to the Road Traffic Act 19911 and of all other powers enabling them in that behalf, and after consultation with such representatives of chief officers of police and associations of local authorities as the Scottish Ministers consider appropriate in accordance with paragraph 2(6) of that Schedule, hereby make the following Order:
