The Registrar General for Scotland, in exercise of the powers conferred by section 60 of and paragraphs 1 and 3 of Schedule 1 to the Adoption (Scotland) Act 19781, and of all other powers enabling him in that behalf, and with the approval of the Scottish Ministers2, hereby makes the following Regulations:
