The Scottish Ministers, in exercise of the powers conferred by section 20(1) and (2A) of the Civic Government (Scotland) Act 1982(1) and of all other powers enabling them in that behalf, hereby make the following Regulations:

1982 c. 45; subsection (1) of section 20 was amended by the Transport Act 1985 (c. 67), Schedule 7, paragraph 23(3); subsection (2A) was inserted by the Disability Discrimination Act 1995 (c. 50), section 39(3). The functions of the Secretary of State were transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998 (c. 46) and the Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 1999 (S.I. 1999/1750).
