The Scottish Ministers, in exercise of the powers conferred by sections 2(10), 4B(6), 105(7) of and by paragraphs 6 and 11 of Schedule 1 to the National Health Service (Scotland) Act 19781, and of all other powers enabling them in that behalf, hereby make the following Regulations2:
