This Order brings into force Part 1 of the Debt Arrangement and Attachment (Scotland) Act 2002 (“the Act”)–sections 2(3) and (4), 4(5), 5(3), 6(1) and 9(1) are brought into force on 24th September 2004 for certain limited purposes;section 7 (which makes provision as to regulation making powers relating to debt payment programmes) and section 8 (which makes provision as to the functions of the Scottish Ministers) are brought into force on 24th September 2004; andthe remainder of Part 1 of the Act (which makes provision as to the debt arrangement scheme) is brought into force on 30th November 2004.
