The Scottish Ministers, in exercise of the powers conferred by sections 66(1), 75(1), 76(1), 77(4), 78(6), 79(1) and (2) and 84 of the Agriculture Act 19701, after consultation as required by section 84(1) of that Act with the persons or organisations appearing to represent the interests concerned, and in exercise of all other powers enabling them in that behalf, hereby make the following Regulations:
