The Scottish Ministers, in exercise of the powers conferred by section 173 of the Local Government etc. (Scotland) Act 19941 and of all other powers enabling them in that behalf and after consulting the Scottish Tourist Board, and all local authorities whose areas lie within the area of the Scottish Network 1 Tourist Board in accordance with section 173(4)(a) of that Act hereby make the following Order:
