The Scottish Ministers may, for the purposes of regulation 10, certify that making environmental information available would, or would be likely to, prejudice substantially national security; and such a certificate is conclusive of that fact.

A certificate under this regulation may identify the information to which it applies by means of a general description and may be expressed to have prospective effect.
