The Scottish Ministers, in exercise of the powers conferred by paragraph 8(1) of schedule 1 to the Mental Health (Care and Treatment) (Scotland) Act 2003(1) and of all other powers enabling them in that behalf, after consulting such persons or groups of persons as they considered appropriate in accordance with paragraph 8(2) of schedule 1, hereby make the following Regulations:
