If any direction given to a relevant person under rule 49 is not complied with by that relevant person, the Tribunal may, before or at the hearing, direct that relevant person concerned take no further part in proceedings.

The Tribunal shall not exercise its powers under paragraph (1) unless it has given the relevant person concerned an opportunity to show cause why the Tribunal should not proceed to give such a direction.
