The Scottish Ministers, in exercise of the powers conferred upon them by sections 49D(3) and (4) of the Disability Discrimination Act 19951, and all other powers enabling them in that behalf, having consulted with the Disability Rights Commission and the Secretary of State hereby make the following Regulations:
