The Scottish Ministers, in exercise of the powers conferred by section 38(4) of the Title Conditions (Scotland) Act 20031 and of all other powers enabling them in that behalf, and being satisfied as to the matters mentioned in section 38(5) of that Act, hereby make the following Order:
