The Scottish Ministers, in exercise of the powers conferred by sections 20, 36(2) and (3) of, and Schedule 2 to, the Water Environment and Water Services (Scotland) Act 20031 and of all powers enabling them in that behalf, and after consulting the persons specified in section 21(1) of that Act, hereby make the following Regulations:
