The Scottish Ministers, in exercise of the powers conferred by sections 17P, 25(2), 26(2), 27(2), 29(1), 105(7), 106(a) and 108(1) of the National Health Service (Scotland) Act 19781and section 17 of the Health and Medicines Act 19882and of all other powers enabling them in that behalf and after consulting the Council on Tribunals and its Scottish Committee in accordance with section 8(1) and (3) of the Tribunals and Inquiries Act 19923, hereby make the following Regulations:
