The Scottish Ministers, in exercise of the powers conferred by sections 2(3), 4(5), 5(4), 6(1), 7 and 62(2) of the Debt Arrangement and Attachment (Scotland) Act 20021 and of all other powers enabling them in that behalf, hereby make the following Regulations:
