The Scottish Ministers, in exercise of the powers conferred by sections 11 and 16 of the Local Governance (Scotland) Act 2004(1), and of all other powers enabling them in that behalf, after consideration of the information, advice and recommendations given to them by the Scottish Local Authorities Remuneration Committee in accordance with the requirements of section 11(4) of the Local Governance (Scotland) Act 2004, hereby make the following Regulations, a draft of which has, in accordance with section 16(5) of that Act, been laid before and approved by resolution of the Scottish Parliament:
