The following provisions of these Rules shall also have effect in relation to the Scottish Ministers' proposal to make an order–
a
rule 3(3), with–
i
the substitution of the words “environmental statement” for the words “applicant’s statement of environmental information”; and
ii
the exception of sub paragraph (a); and
b
rule 4.
