The Scottish Ministers, in exercise of the powers conferred by sections 1, 7, 8(1), 11, 15(5), 17(1), 23, 25, 28, 35(1) and 35(3), and 83(2) of the Animal Health Act 1981 M1, and of all other powers enabling them in that behalf, make the following Order:
