The Scottish Ministers make the following Regulations in exercise of the powers conferred by section 28(4) of the Road Traffic Regulation Act 19841 and all other powers enabling them to do so.
In accordance with section 134(2) of that Act2, they have consulted with such representative organisations as they think fit.
