The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 2(10A) and 105(7) of, and by paragraph 12(1), (2) and (3) of Schedule 1A to the National Health Service (Scotland) Act 19781 and all other powers enabling them to do so.
In accordance with section 105(2A) of that Act, a draft of these Regulations has been laid before and approved by resolution of the Scottish Parliament:
