EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations amend the Zoonoses and Animal By‑Products (Fees) (Scotland) Regulations 2009 (“the principal Regulations”).

They make provision for the Scottish Ministers to charge fees for conducting tests required under Commission Regulation (EC) No. 584/2008 which is implemented by the Control of Salmonella in Turkey Flocks (Scotland) Order 2009 (S.S.I. 2009/417).

Regulation 2(2) inserts a definition for Commission Regulation (EC) No. 584/2008 into the principal Regulations. Regulation 2(3) amends the Schedule to the principal Regulations to include the tests required under Commission Regulation (EC) No. 584/2008 in the activities for which fees are payable.

A regulatory impact assessment in relation to the control of salmonella in turkey flocks, including the costs of sampling has been prepared. A copy has been placed in the Scottish Parliament Reference Centre.
