3. The Scottish Ministers are the competent authority for the purposes of the EU TSE Regulation except in relation to [F1paragraphs 1 to 18 of] Schedule 7 and paragraphs 1, 3 and 4 of Schedule 8 where the [F2Food Standards Scotland] are the competent authority.
