The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 25(3)(a), 42(1)(c) and (2), 97(1)1 and section 100(2) of the Protection of Vulnerable Groups (Scotland) Act 20072 and all other powers enabling them to do so.
