19. Subject to regulation 7 (marking), any person who, in relation a bovine carcase—
(a)fails to comply with any requirement under a [F2retained EU] beef provision; or
(b)contravenes any prohibition contained in a [F2retained EU] beef provision,
commits an offence.]
