(3) [F3Unless paragraph (3A) applies, a] waste management licence or disposal licence which is granted or varied by the waste regulation authority and which authorises the treatment of waste oil must include conditions which ensure that, F4...—
(a)waste oils having different characteristics are not mixed; and
(b)waste oils are not mixed with other kinds of waste or substances, if such mixing would impede their treatment.

(a)compliance with paragraph (3) is not technically feasible, or
(b)mixing would not impede regeneration or another recycling operation delivering an equivalent or a better overall outcome than regeneration.]
