18. Subject to CMAL complying with any statutory requirements as to health and safety for the time being applicable to its functions as the harbour authority for the harbour, CMAL shall as soon as reasonably practicable install and maintain in the harbour a lighting system which shall be designed to minimise so far as reasonably practicable light pollution occurring outwith the harbour limits and affecting the owners or occupiers of properties situated in the vicinity of the harbour.
