25.—(1) This regulation applies where the Scottish Ministers have, or the [F1Food Standards Scotland] has, reasonable grounds for suspecting the existence of a disease, zoonosis, phenomenon or circumstance outside the United Kingdom liable to present a serious threat to human or animal health.

(2) The Scottish Ministers or the [F2Food Standards Scotland] may by declaration suspend, or impose conditions upon, the entry into Scotland of any animal, product or genetic material from the whole or any part of the country concerned.

(3) The declaration must—

(a)be in writing;

(b)be published in such manner as the Scottish Ministers or the [F3Food Standards Scotland] thinks fit;

(c)specify the animal, product or genetic material and the third country or part of a third country concerned; and

(d)if it imposes conditions on bringing any animal, product or genetic material from a third country or part of a third country, specify those conditions.

(4) No person may bring anything into Scotland in breach of such declaration.

(5) A declaration may be amended, suspended or revoked by further declaration in writing published, so far as is practicable, in the same manner as the original declaration.
