These Regulations apply to a person who—
a
has not attained the qualifying age for state pension credit; or
b
has attained the qualifying age for state pension credit if that person, or any partner of that person, is a person on income support, F1universal credit, an income-based jobseeker's allowance or an income-related employment and support allowance.

Except as provided in paragraph (1)(b), these Regulations do not apply in relation to a person whose partner has attained the qualifying age for state pension credit.
Prescribed years13
The financial year commencing 1st April 2013 and each subsequent financial year are prescribed as the years for which these Regulations apply.
