In these Regulations “young person” means a person who falls within the definition of “qualifying young person” in section 142 of the 1992 Act91 (child and qualifying young person).

Paragraph (1) does not apply to a person who—
a
is on income support, an income-based jobseeker’s allowance or an income-related employment and support allowance or has an award of universal credit; or
b
is a person to whom section 6 of the Children (Leaving Care) Act 200092 (exclusion from benefits) applies.

A young person includes a child or young person in respect of whom section 145A of the 1992 Act93 applies for the purposes of entitlement to child benefit but only for the period prescribed under subsection (1) of that section.
