11.—(1) This regulation applies to—
(a)a Part A installation,
(b)a Part B installation,
(c)any mobile plant, and
(d)a solvents installation.
(2) No person may operate an installation or any plant to which this regulation applies except under, and to the extent, authorised by a permit.
