The Scottish Ministers make the following Order in exercise of the power conferred by paragraph 28 of schedule 2 to the Protection of Vulnerable Groups (Scotland) Act 20071 and all other powers enabling them to do so.

In accordance with section 100(4) of that Act2, a draft of this Order has been laid before, and approved by resolution of, the Scottish Parliament.
