The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 1(2)(c), 1(4), 2, 3(1), 3(2), 3(5) and 40(2) of the Tobacco and Primary Medical Services (Scotland) Act 20101 and sections 4(3), 4(4), 6(1)(c) and 19(2) of the Tobacco Advertising and Promotion Act 20022 and all other powers enabling them to do so.
