The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 76B, 76F(5) and (6), 76J, 101(1) and (1A) and 109(1) of the Water (Scotland) Act 19801, section 2(2) of the European Communities Act 19722, and all other powers enabling them to do so.
