The Scottish Ministers make the following Regulations in exercise of the powers conferred on them by sections 76B, 76F(5) to (8), 101(1) and (1A) and 109(1) of the Water (Scotland) Act 19801, section 47(2) to (4) of the Local Government in Scotland Act 20032, section 2(2) of the European Communities Act 19723, and all other powers enabling them to do so.
