The Scottish Ministers make the following Rules in exercise of the powers conferred by section 2(2) of the European Communities Act 19721, sections 4 to 6, 8 and 28(6) of the Transport and Works (Scotland) Act 20072 and section 56 of the Finance Act 19733, and all other powers enabling them to do so.
