The Scottish Ministers make the following Regulations in exercise of the power conferred by section 130(2) of the Transport (Scotland) Act 2019(1).
1. These Regulations may be cited as the Transport (Scotland) Act 2019 (Commencement No. 1) Regulations 2019 and come into force on 15 January 2020.
2. The day appointed for the coming into force of Part 1 (national transport strategy) and section 25 (Ministers’ grant-making powers) of the Transport (Scotland) Act 2019 is 15 January 2020.

These Regulations bring Part 1 and section 25 of the Transport (Scotland) Act 2019 (“the Act”) into force on 15 January 2020. Part 1 of the Act concerns the preparation, consultation, publication, review and reporting of the national transport strategy. Section 25 provides the Scottish Ministers with grant making powers for the purposes of supporting a person’s costs in making alternations to a vehicle to reduce its emissions and for the purposes of supporting a local authority to meet its costs in determining, making, operating or revoking a low emission zone scheme under Part 2 of the Act.
The Bill for the Act received Royal Assent on 15 November 2019. Sections 128 to 131 came into force on the following day.
