carry out a review of the operation of these Regulations,

set out the conclusions of the review in a report, and

lay that report before the Scottish Parliament.

any scheme administrator, and

any other persons the Scottish Ministers consider appropriate.

the materials included in the definition of scheme article and scheme packaging in regulation 3,

the deposit set in regulation 5, and

the collection targets in schedule 3.
