5. The Scottish Ministers must, without receiving an application, make a determination of an individual's entitlement to child winter heating assistance under section 30 of the 2018 Act F1...where it appears to the Scottish Ministers from information available to them that the individual is likely to meet the eligibility rules in regulation 4(1)(a), (b) and (c)(i).
