Coming into force

The Scottish Ministers1 make the Regulations in Part 1 of this instrument in exercise of the powers conferred by section 64(1), (2) and (3) of the Road Traffic Regulation Act 19842 (“the 1984 Act”) and all other powers enabling them to do so.

The Scottish Ministers3 give the General Directions in Part 2 of this instrument in exercise of the powers conferred by section 65(1)4 of the 1984 Act and all other powers enabling them to do so5.

In accordance with section 134(7) and (8)6 of the 1984 Act, the Scottish Ministers have, in respect of the Regulations in Part 1, consulted with the Secretary of State and with such representative organisations as they thought fit.

In accordance with section 65(3ZC)7 of the 1984 Act, the Scottish Ministers have, in respect of the General Directions in Part 2, consulted with the Secretary of State.
