25. In regulation 42—
(a)in paragraph (1)—
(i)the words “the consideration and determination of” and “before an appeal tribunal” shall be omitted; and
(ii)for the words “the chairman, or in the case of an appeal tribunal which has only one member, in the opinion of that member,” there shall be substituted the words “a legally qualified panel member”; and
(b)in paragraph (2) for the words “the chairman, or in the case of an appeal tribunal which has only one member, that member,” there shall be substituted the words “a legally qualified panel member”.
