The First Secretary of State, in exercise of the powers conferred upon him by sections 2(9) and (10) and 7(1) of the Regional Assemblies (Preparations) Act 20031, and by sections 129 and 156 of the Political Parties, Elections and Referendums Act 20002, and having consulted the Electoral Commission in accordance with section 12(4) of the Regional Assemblies (Preparations) Act 2003 and section 129(4) of the Political Parties, Elections and Referendums Act 2000, hereby makes the following Order, of which a draft has been laid before, and approved by resolution of, each House of Parliament:
