2. In this Order—
“the 2009 Act” means the Local Democracy, Economic Development and Construction Act 2009;
“combined area” means the area consisting of the areas of the constituent councils;
“the Combined Authority” has the meaning given by article 3(2);
“constituent councils” means—
Sheffield City Council; and
Barnsley Metropolitan Borough Council, Doncaster Metropolitan Borough Council and Rotherham Metropolitan Borough Council;
“financial year” means the period of 12 months ending with 31st March in any year;
“ITA” means the South Yorkshire Integrated Transport Authority;
“non-constituent councils” means—
Chesterfield Borough Council; and
Bassetlaw District Council, Bolsover District Council, Derbyshire Dales District Council and North East Derbyshire District Council.
