A draft of these Regulations was laid before Parliament in accordance with section 176(1) of the Social Security Contributions and Benefits Act 19921 and approved by resolution of each House of Parliament.

This instrument contains only regulations made by virtue of, or consequential upon, section 119 of the Children and Families Act 20142 and is made before the end of the period of 6 months beginning with the coming into force of that enactment3.

The Secretary of State, in exercise of the powers conferred by sections 171ZU(1), (2), (3), (4), (5), (12), (13), (14) and (15), 171ZV(1), (2), (3), (4), (5), (12), (13), (14), (15) and (17), 171ZW(1)(a) to (f), 171ZX(2) and (3), 171ZY(1), (3), (4) and (5), 171ZZ1(3), 171ZZ4(3), (4), (7) and (8) and 175(3) of the Social Security Contributions and Benefits Act 19924 and by section 5(1)(g), (i), (l) and (p) of the Social Security Administration Act 19925 and with the concurrence of the Commissioners for Her Majesty’s Revenue and Customs in so far as such concurrence is required, makes the following Regulations:
