These Regulations set out an objective for addressing the situation of persons in England who live in fuel poverty, pursuant to the requirements of section 1A of the Warm Homes and Energy Conservation Act 2000 (c.31). Section 1(1) of that Act sets out when a person is to be regarded as living in fuel poverty.
Regulation 2 sets out the objective and the target date for achieving it.
Copies of the Fuel Poverty Energy Efficiency Rating Methodology (dated 17th July 2014) referred to in regulation 2 may be obtained from the Fuel Poverty Team, Department of Energy and Climate Change, 3 Whitehall Place, London SW1A 2AW.
An impact assessment has not been produced for these Regulations as no impact on the private or voluntary sectors is foreseen.
