In section 2A(6)23, for “is not established in the United Kingdom” substitute “has an effective and stable establishment in a country or territory other than the United Kingdom that is comparable to an effective and stable establishment in Northern Ireland (as determined in such manner as may be set out in regulations made for the purposes of section 12A(2)(a))”
