19. Where this paragraph applies, the CCTS participant’s baseline is the average of the adjusted specific emissions of CO2 of all the non-ZE cars registered during the calendar year preceding the scheme year in which the participant first becomes a CCTS participant, or a member of a pool CCTS participant.
